An investigation by Kansas City’s internal auditor of Mayor Mark Funkhouser may raise new questions about whether the mayor and his staff violated state ethics and open-records laws.
The investigation, detailed in a 650-page report released this morning, also questions whether Funkhouser cooperated with the internal auditor.
In September, Roy Greenway, the city’s internal auditor, informed Funkhouser that if the mayor were a city department head, rather than an elected official, Greenway would have considered seeking disciplinary action. Greenway was expressing concern about delays or unanswered responses from Funkhouser.
Funkhouser, in a written response to Greenway, called the allegations against him “unsubstantiated.” He also questioned whether it was appropriate for Greenway to pursue questions about at least one issue that the council had not approved to be part of Greenway’s investigation.
“I find it highly inappropriate for the city manager to be initiating investigations of the mayor,” Funkhouser wrote Monday to Greenway.
Funkhouser also questioned why Greenway wouldn’t meet with him about the allegations, rather than requiring all answers in writing.
